I found this general article on toddlers and babies needing adequate fat in
their diet, but nothing that addresses specific cholesterol levels in
infants and young children (still looking, I'll post again if I find
anything).  It is a good question, I'd be interested in seeing the correct
answer.

However, given that human milk is high in cholesterol, and that cholesterol
is needed for nerve myelination, I would not be too concerned about infants
and toddlers having higher levels than you would want to see it adults.
