Please call the WIC phone number that should be listed on that poster.  The
people who answer WIC hotlines are required to document every phone call and
pass along comments to the appropriate people (at least in this state - TX).
You can suggest that this poster is not supportive of breastfeeding and ask
how many posters your state is producing that are designed for breastfeeding
promotion.  You can make suggestions along with your valid criticism.  You
should receive a response in writing.
