It is unfortunate, but not surprising, that breastmilk becomes "deficient in Vitamin D" when it is in reality a sunlight deficiency.  Formula is just as "deficient" before they add Vitamin D.  I wish the info would be worded more like:

Today, many people do not get enough sunlight exposure to help their bodies have enough Vitamin D.  There are many reasons for this including living in climates that gives less exposure than your genetic ancestors, spending less time outdoors as in social situations where there is concern over danger from others, legitimate fear of overexposure contributing to skin cancer later in life and various forms of pollution that reduce sunlight (including even jet contrails-several researchers have commented on how much clearer the skies were over the US in the days that air flights were banned after 9/11).  There is special concern with infants during the early months when their bones are still undergoing rapid development.  For this reason many experts recommend giving infants extra Vitamin D.  Vit D is among the things added in the manufacture of infant formula.  Breastfeeding infants may benefit from receiving a Vitamin D supplement in addition to breastfeeding.

This puts the "blame" where it belongs-in the environment, not in the milk itself.
