I have seen this many times to be effective - either CST, or a skilled chiropractor who works with babies routinely.  I have to be careful though, because there are differences between practitioners and their abilities.  Duh!  Also, I've found the BN position has helped a lot because the jaw comes forward better, more flexion, which helps the tongue relax and do a better job.  If the baby arches on mom, using something between mom and baby helps keep the back and shoulders more flexed and improves the latch.  If the baby is so used to raising the back of the tongue (a compensatory mechanism) then brief use of suckle-training prior to latch can help.

hi.. 

had a case just recently... baby not latching on post the clip .. even with lots of skin to skin.. really struggling.. not really responding in normal way... 

mom took him to cranial osteopath... he was a different baby post the treatment... latched on in  tummy to tummy with mother reclining, him self latching.. ... but only in that position.. it was another couple months before he'd nurse in anything but "biological nurturing" aka "laid back nursing" position..
