That's a long time to be feeding ineffectively. Baby is likely to be
exhausted before the supplement is given. I'd teach mom to recognize
swallowing, and as soon as baby stops swallowing after every 1-2 sucks,
switch breasts, then once the baby stops swallowing after every 1-2
sucks, add the supplement. This way as the baby has the energy/ability
to transfer more milk, mom waits longer to give supplement, but if the
baby isn't able to really transfer milk, the 'practice at the bare
breast' part of the feeding is brief.

And have her push the plunger on the syringe! Babies who are not feeding
well usually can't draw down the plunger.
