Don't know about the vitamin E.  
Why is she sure it's not Yeast?  Sounds like yeast to me.  both the peeling skin and the "slices" near the base of the nipples is often what I see in yeast problems.
If she used a yeast treatment and it didn't go away all the way.  It still could be yeast.  I would ask her more questions about the way the pain "feels".  Such as: burning, or stinging and/or stronger right after feeds.  Either way, I would suggest another treatment for yeast than what she tried before, (if she tried one before) as well as the dietary and contact changes to prevent re-infection.  If she treated before, she may not have treated it completely and/or treated the baby, as well.  It won't hurt any to try another treatment again.  Especially if it may be the cause.  If not, I would refer her to a dermatologist.  
(assuming, you have personally ruled out latching issues.)
