Besides free samples, and theft, the WIC program has been cited as yet
another reason for high prices.

Gabrielle Palmer wrote a lovely description of the kickback mechanism that
took a decent federal program (WIC) and turned it into a program where tax
dollars flow into the coffers of the formula industry. Her 3rd edition of
The Politics of Breastfeeding is every bit as much of a mind-blower as her
first edition was to me, thirty years ago.

I gave a copy to my boss for Christmas.
