Somewhat to the FDA's credit, their web site also includes an article
called "Breast Feeding: Best Bet for Babies." It has quotes from Ruth
Lawrence and the information is accurate. But I'd be confused if I read
this article and then the "Second Best" article.

"The U.S. Food and Drug Administration is conducting a study on infant
feeding practices as part of its ongoing goal to improve nutrition in the
United States. The study is looking at how long mothers breast-feed and how
they introduce formula or other foods."

If this is so, someone should tell them about the apparent conflict of
information contained by their own Website.
