Dear all:
I think to date, that concoction has to be the rock bottom most inappropriate home made formula I've heard about.  The poor baby was probably crying because the gut has been traumatized by all those inappropriate substances.  

As with others, this is an absolutely must contact the pediatrician situation.  And while I would not tell the mother this -- it is one thing to not be "an attachment parent" the definition of which I find very squishy and quite another to be a negligent parent.  

The reason why I think starting with the pediatrician first is important is that you can often make more progress via the pediatrician than immediately going to child protective services.  I'm not sure how much training child protective workers have when it comes to feeding and given that some child protective services have been trained into "babies must always sleep alone" they might not share your concerns about leaving the baby alone at night.

Good luck.  We all get this tough cases sometimes, its just harder to seem them early on.  I had the advantage that the first case of this type was while I was still under the wing of my mentors.
