Maybe if we looked at this another way.  Security is security.  ALL candidates have
the right to expect that this exam is being administered legally and respecting the
rights of everybody.
ALL candidates would want to be assured that the person leaving the room for a short
period (be it a bathroom break; insulin break; pumping break; or breastfeeding break)
will be accompanied and observed.  Here's the bottom line.  All candidates should not
suspect that someone might have the opportunity to cheat.  Cheating would compromise
the exam results for everyone.
Rights are rights.  Nobody can prevent her from bringing her baby with her as long as
a helper remains outside with baby.  I'm wondering if it would even be allowed to electronically
alert the mom of baby's inconsolable need...as phones, pagers are to be turned off during the
duration of the exam. And I also think it would be distracting for someone to come to the 
door with a crying baby and flagged down the mother.
  And as a reminder, the exam is two 3 hour sections.  If your friend
feels so confident it could be possible for her to be completed early and have more than
an hour with her baby at lunch..and during the afternoon session, though another 3 hrs..candidates
who are done may leave at the 1.5 hr mark...many do.

That being said...I can't help but be surprised that she was initially told she could not bring
her baby with her...I wonder if they thought she wanted the baby in the room with her?  
Maybe the fee could be prorated..maybe 15 min increments?  But, I think IBLCE would be required hire
an extra proctor for this special need only.
