As a teacher of children with special needs, I can certainly see a
difference in the ability/performance levels between a child with an IQ of
70 versus 78 and that difference is more pronounced than the difference
between an IQ of 100 and 108.  Most of my students are between 70 and 85 and
they are struggling.
