I researched the editoral with "public urination" in the lacnet archives as I too know I have read parts of this before.  Lo and Behold there it was on Sat. June 15, 1996 from the Patrios News Co., Harrisburg PA.  Maybe this should be brought to the attention of the H.S. newspaper.
