I have never heard of this.  I worked in a Level II hospital and a Level IV
NICU, and we never had to verify breastmilk with another nurse.  For the
most part each family would have a special area for their milk, and the
nurses were entrusted to get the proper milk for the baby.  I'm sure it
gets mixed on occasion.  When I took my triplets home from the NICU in
January, we were given all the milk we had left in the freezer.  On
returning home I noted that one of the containers was labeled with another
mother's name.  I guess verifying the milk is not a bad idea considering
possible liability from a baby receiving the wrong milk without the
parent's consent.  It would only take a few seconds to do, too.
