Hi Elizabeth,

ILCA / USLCA members (and you do not have to be an IBCLC to be a member) have access to good liability insurance through CM&F Group. See http://www.cmfgroup.com/insurance_products/professional_liability_individual/ibclc_lactation_consultant.html
for more info. 
(In fact, I suspect that you do not actually even have to be a ILCA / USCLA member, to get their coverage, but you may get a better rate if you are.)
