 The mom dilutes the cereal (rice) with breastmilk and has only
been able to give her daughter a small amount. Following each
attempt, the infant promptly throws up.

Sensible baby!!! I think baby is trying to tell the mother something!!
If this were an older child or adult, we would forget the cereal, try
something else or just go back to exclusive breastfeeding and try
other foods again later. Cereal tastes terrible btw. If baby only
throws up with cereal and is otherwise happy and healthy, then the
cereal is probably the answer to the problem.

My third child reacted this way (plus gagging) until about 8 or 9
months old. I didn't bother to try anything much until she looked
really keen and was arm-wrestling me for bits of my dinner.
I think Erna suggested the right thing - keep on breastfeeding!!
