Absolutely, mom should still breastfeed! We (unfortunately) live in a
polluted world, and even if some small amount of toxins gets into a mother's
breastmilk, the protection given by breastmilk against illness etc, far
outweighs any potential "risk" from toxins in breastmilk. A baby is going to
be exposed to those toxins regardless or whether or not they are
breastfeeding (from house off gassing etc), so why expose them to the
further risks of artificial feeding?
