Mammary hypoplasia does sound like the most likely diagnosis, but I
wonder if the mother has had a postpartum check-up in the last 2 weeks.
I am wondering if retained placental fragments might be complicating
this very complicated scenario.

It also sounds like your community has a very powerful support network
with health providers who are very knowledgeable about breastfeeding.
Let us know what happens.
