Dear Friends:
    I wonder if another element in this fracas is that  certification just 
means that one knows a bit more about a subject; it doesn't  really change one's 
scope of practice that is defined by licensure.
    What determines what we can and can not do is  defined by our 
state/province/country, and by legalities. Certification is  extra; it is not needed. One 
does not need to be any particular combination of  alphabet soup to help 
mothers and babies. 
    I don't know if it is possible for IBLCE to come up  with a scope of 
practice that will serve all of us, everywhere in the world,  with all our 
different skills and abilities. 
    Is it possible?
