There is yet a third option.  This option, it would seem, would benefit the
State even more, and prevent extra health care dollars from being spent,
prevent morbidity and mortality.

Sterilize everyone who is infected with HIV

Not a popular option.  The State has absolutely no authority here, and it
smacks of Big Brother.

When this topic ends up going off list, I would like to be included in the
discussion.
