I have been a middle school teacher, and a corporate
lactation consultant, and while I am not able to
comment on the ins and outs of laws in another state,
I can make some practical suggestions.
the administration of the school probably decided to
"make it easier" on the substitute by putting the two
periods together, thus plans for the spring were
ruined.  And no, they don't have to check with the
teacher.
Also, no, you can't leave students alone, even just
for a few minutes. I suspect that teachers are not
supposed to do it in high schools, either.
However, if the teacher in need has a
colleague/friend, perhaps they could trade duties so
that the friend could take the study hall now, and the
mom take it in the fall or winter.  often, when you
can take the situation in hand and remedy the
situation like this on your own, administration won't
bat an eye.  Unless, of course, there will be a
problem with the contract, and if so, you may need to
get the approval of the local bargaining agent.
It really doesn't help to get angry, because
administration has, in their eyes, done nothing wrong.
If none of this works, you may need a lawyer to help
strighten things out.  Or a babysitter who will bring
the baby to school so you can breastfeed in the study
hall (and we don't even want to THINK about what the
administration would say to that!-tongue firmly
planted in cheek)
