However it was that Pres. Clinton signed the document, it does not carry the
power of law in the U.S.  Hospitals and businesses are free to laugh at it
and continue with business as usual.  I think it would take ratification by
Congress to give it the power of law.  The political lobbiers are stronger
than we are.
