OSHA has very specific guidelines about the handling of human body fluids, 
so this "policy" is probably coming from the health department.  In the 
hospital, there are specific guidelines regarding the storage and handling 
of human milk - too bad each institution seems to have its own different 
policy.  When one is dealing with an "institution", there are specific 
protocols/guidelines/rules that come from a licensing agency.  If the 
guidelines are not followed, the day care center could be shut down by the 
health department.  I'm not saying I agree with this, but this is how 
things are.  I'm sure the specifics of the day care's handling of a 
mother's milk could certainly be looked at and modified in such a way that 
they remain in compliance with whatever the local regulations are.
