This is purely anecdotal...I am NOT an expert on tattooing, though I do have
4 tattoos, one of which is on my  right breast (about 3x3 inches) and I am
still nursing my now 3 year old.  I have expressed my milk on occasion over
the past 3 years and it has always been of the normal color.
 From what I know of the tattoo process, the ink is deposited into the
dermal layer of the skin.  It should not, therefore be affecting her milk.
If a tattoo is placed too deeply the image will be horrible or be
nonexistent as the body's filtering system would filter the ink right out.
And if  the tattoo too close to the surface of the skin (epidermis) it would
allow the tattoo to 'rub' off in time.  Also, I believe it was mentioned
that the tattoo was done 4 years ago...that is long enough ago for any
'extra' ink deposited to have been filtered out by the body by now.
I am thinking that it is coincidence that she has blue milk on that side,
and to paraphrase Jack Newman, if this mother wore sunglasses would she
notice that the milk was blue?  If she had never expressed it out, would she
know the milk was blue???
