My hospital will not use non RN LCs for 2 reasons:
LCs are not licensed in the State of California
RN-LCs are "utlity players" who can pitch in as RNs in an emergency
Also, the RN-LCs who are currently working as LCs voted (for whatever  
reason) to only hire RN-LCs.  As a group they turned down the opportunity  to have 
an RD  IBCLC join the group.
