  As has been suggested, there are a number of books
that have histories of formula. A few that come to
mind are:

"Politics of Breastfeeding" by G Palmer 1993
Pandora Press

"Milk Money and Madness: the Culture and Politics of BF"
N. Buamslag and D. Michels, 1995 Bergin and Garvey.

"Don't Kill Your Baby; Public Health and the Decine of
BF in the 19th and 20th Centuries" J Wolf, 2001 Ohio
State University Press
(I haven't read this one yet, but it comes highly
recommended and it looks from the table of contents
like it has the info you're looking for.)

"Mothers and Medicine: A Social History of Infant
Feeding 1890-1950" R. Apple, 1987. U. of Wisconsin
Press.
