I have twice donated books overseas. A little-known U.S. option for a
cheap rate on sending printed matter is something called an "M" bag,
available only through the larger post offices as opposed to satellite
stations.  The lowest rate is for 11 lbs, and then it goes up. I
recently sent books to an east European country, and I think it cost me
US$14. "M" bags go by boat and are lowest on the totem pole, but they do
get there eventually. Both times I've done this, I've ended up looking
for more to send beyond what I initially had since I could send 11 lbs
