My comment:  failure of the breast to develop is not a "medical reason" for
an implant.  A "medical reason" would be one where the procedure performed
restores the function of the breast.  The function of the breast is not to
make one's clothes fit right, nor to make one appear "normal" to strangers.
I'm sure we all feel sorry for this woman and her "deformity", but that
doesn't make her situation qualify as a "medical reason" for a silicone
breast implant.  There are NO circumstances under which a breast implant can
be considered medically necessary, as implants can never restore the
function of the breast.
