I think it is only practical to translate if there are more candidates willing to take the exam in this language and maybe if there is another LC who can review the translation. Being a language teacher myself I shudder at the thought of what translators with no experience in the field are able to do with such a translation if left on their own..., so I imagine it is really not possible to take the exam in every candidate's language. And there is an additional cost if you want to use another language to take your exam...
