I would like to just say that some of the women I know who receive WIC are
not "poor" in all ways...and certainly not in spirit, or in intellect.  They
don't happen to have money, but they are not the powerless in all ways.  I
have seen some amazing women who receive WIC, and who do use their powers in
ways that might surprise....
