The instructions say:  allow surfaces to dry to touch (about 10
minutes).  It only says rinse with water if you are going to use them
immediately.

The big problem with the Medela wipes is that the chemical must be
rinsed off pump parts and skin, so you still need water. Read the
instructions! I don't know that I'd want to be washing my pump with
something that is toxic.
