Remember that WIC will not provide all the formula that a baby will
need.  Moms will end up buying 1-3 cans a months.  This is why WIC is a
food *supplemental* program. When I worked for WIC, I was there when the
calls came in from moms saying that they had used up all their coupons
for the month.  Some were furious when they found out they had to buy
some formula out of there own pockets.  I think some began cereal early
because of this or even watered down some formula.
