When Julia was just over a year old, we noticed breast bud development and
were a bit concerned.  Her pediatrician said that a baby could sometimes get
a small cyst on an ovary, or something, that would result in some estrogen
production and cause the breast bud development.  She said that, unless her
breasts got bigger or there were any other symptoms that might suggest
precocious puberty, not to worry.  Nothing more happened until she started
going through puberty.
