I checked ProMoM and found this on the intro page to the gallery:

I read this as saying that the clipart IS in the public domain and is freely
usable by all.  The copyright on the bottom of each page is probably part of
their template that they use creating the Web site.  It is pretty standard
in Web design to include a copyright notice on the bottom of each page.  I
generally do, anyway <g>.  Considering their statement on the opening of the
image gallery, I believe it has been "stated otherwise" that you can use the
clipart.
