The infant feeding/breastfeeding summary dated 2013 at 
http://www.eatforhealth.gov.au/sites/default/files/files/the_guidelines/n56b_infant_feeding_summary_130808.pdf 
has this to say about maternal HIV, "At present, breastfeeding is 
contra-indicated when a mother is known to be HIV positive 
(specialist advice is needed for each individual case)."

The non-summarized version dated 2012, at 
http://www.eatforhealth.gov.au/sites/default/files/files/the_guidelines/n56_infant_feeding_guidelines.pdf 
gives this guidance in
"Table 6.2: Maternal conditions and breastfeeding, Maternal 
conditions that may justify permanent avoidance of breastfeeding, 
Human immunodeficiency virus (HIV): Avoid breastfeeding if 
replacement feeding is acceptable, feasible, affordable, sustainable and safe."

This is a little bit ambiguous.  I wonder how this works out in practice.
