I have tried having nipple shields in the "Lactation Closet" and they were way 
over-used.  Even with a note on the box that said " for use by IBCLC's only".  
No matter where I try to Hide the shields, they are found, and usually by the 
night shift.  Now in their defense, the day shift has access to the RLC's more.  
We have gone as far as to Hide them in the Nsry/NICU managers office - ( not 
much better ).  I do use nipple shields, especially with some of the smaller 
NICU premies, but always with maternal education and alot of follow-up !  the 
staff just does not have the possibility of doing that kind of follow-up, so is 
just better if they at least encourage Kangaroo care at breast, and wait for 
LC to come in the next morning.
