Cathy, I (personally) would love nothing more in the world than to have the
WHO Code contain definitions which are clear, sanctions which were severe
and universal (without resort to the politics of having to legislate,
country by country), and enforcement which was swiftly and evenly applied to
the entities whose behaviors it seeks to address:  the marketers of the four
product-types under the Code.  My-oh-my: my work as a board member, my
research as an attorney, and my presenations about legal and ethical issues
for IBCLCs, would all be greatly simplified.

But as a practical matter, that is not going to happen anytime soon. Unless
the WHO Code were scrapped entirely, and we started all over again, we are
stuck with the definitions (as vague or certain as they may be) within the
seminal document.  WHA Resolutions may be used to clarify the Code -- as
they do, about every two years.  But WHO/WHA do not permit for substantive
changes in the seminal document by way of the WHA Resolution process.
