Christine, the 2 drugs you discussed are used for c-sections, so you could point that out to the doctor.  Next I would take the information that Tom has in his book on Versed and Fentenal to help explain why these meds are not a risk to the baby.  Describing peaks, half life, oral bioavailability, and protein binding.  Then give the references that he always adds so she can look them up herself if she chooses.
Waiting 4 hours is not that far off.  Once the mom is out of surgery she will head to the recovery room and this would not be the time to bring in the baby.  Once she is either discharged, if this is day surgery, or transfered to a hospital room, this is when she can nurse her baby.  This could be about 4 hours.
I would recommend the mom pump prior to the day of surgery so there is milk for her baby as needed and then also to pump just before she goes into surgery so she will be comfortable for awhile.
