( answering some of my own questions here but thought the references might be useful to others)

Luckily with the incidence in my part of the US, there is actually a Ciguatera ( or siguatera) hotline in Miami that I found. 

The number actually goes to a medical research team locally that have published articles { JAMA, Bylthe and de Sylva, Oct. 24/31, 1990} regarding this, including some with breastfeeding info. They cite that the toxins are believed to be excreted in the milk and may cause fussiness in baby. They also site a breastfed infant that was successfully treated similarly as mother with Mannitol IV. Any further input is appreciated.

I was very disappointed to hear that the ER staff had no idea, nor anyway of finding out  answers to the mother's questions. They simply told her the meds were "probably ok" and sent her home with some of those little tiny formula bottles with the nipples already on.  She had been pumping and dumping for a couple of days now, and as the formula samples were running out, she decided to try and get some good answers.
