Base it on the 10 Steps to Baby Friendly, which is research-based and
in use all over the world. No need to reinvent the wheel by searching
for references - UNICEF gives them to you! You can of course add to
them, if you like. The 10 Steps are an international standard, which
surely gives it kudos.

Even if you know your institution won't manage to get to first base
WRT becoming a Baby Friendly certificated place (I mean, the formula
reps'  Christmas trees would have to go in the bin, for a start, and
that is where they belong ) , you can have a policy in place that
reflects what we know, from evidence, to lead to more bf.
