It makes sense to have some designation for people are qualifying to sit
that year, as you put it. People could also call themselves "IBCLE
students" or say they are "studying lactation consultancy" although this
suggests that there is an actual full-time program of study or degree or
diploma. Students have to jump many hurdles before they get into a PhD
program. Once the IBCLE has deemed the person eligible to sit the exam,
however, they are implying that they have met certain qualifications
(i.e., they had BC hours, education and training of a particular level).
They can then consider themselves "candidates" for the exam.

On the other hand, I wouldn't have wanted to sign myself IBCLE-candidate
before knowing that I had passed the exam. I didn't tell a lot of people
I was undergoing my thesis defence, either, for that matter.
