Did the baby transfer 95 cc at one breastfeeding?

What is the guarantee that this mother will get get tender and evidence
based care if CPS is called into the case?

Could this be a circumstance where an unsupported young mother is
overwhelmed by 3 children and so the baby is being swaddled and given a
pacifier instead of being fed?
