The IBLCE set these standards based on other certification exams ie
medical boards; jd exams etc.
The fees a candidate pays includes the administering of the exam.  The amount
of Assistant Proctors needed is determined on the number of candidates for that
particular exam site.  I can't remember what the breakdown was..but I do remember
one exam where I had 26 candidates and I had 2 assistant proctors other than 
myself.  I never had a special situation like this.  But if I did and knew
I'd have to release one of my proctors to accompany a breastfeeding mother out
of the room for more than 15 min...it would definitely be worrisome.  It's not
that proctors have so much to do other than just plain observe for abnormalities;
but what if another candidate needed to use the restroom at the same time.
I guess what I'm getting at is that according to the standards this would be
a situation to be avoided.  
I know what you mean that it seems as though this candidate is being singled out
because of her special need and charge for it.  AND, the fact that it's about
breastfeeding; 'it just don't seem fair'.  
But if the exam were any other type of high level certification, I'm sure she
would probably see these extra charges..that is, if she was even allowed to
leave the room for more than a bathroom break.

BUT surely a breastfeeding candidate would not have to pay additional fees 
to cover the costs of supervision? It would be disgraceful if this were so.
