Well.....foremilk and hindmilk are not really two separate entities.

These terms are notional descriptions of the way milk is creamier in 
direct proportion to the amount of milk present in the breasts - the 
less milk in the breasts, the creamier it is (proportionately).

Conversely, the more milk in the breasts, the less creamy it is 
(proportionately).

So in answer to your Q 'what time does foremilk and hindmilk 
develop?' is 'as soon as milk production starts'.
