If the mother has tested negative for HIV, and she has had no sexual
contact with an HIV+ partner for 8 months, then she is safely through the
window period for the tests, and could safely breastfeed her
baby.  However, she needs to know that should she become newly infected
with HIV then her breastfed baby has an approximately 30% risk of being
infected through her milk.  Mother could perhaps abstain from sex with this
partner (?shock/horror?) or use condoms until the baby is weaned - and for
the rest of her life if she wants to absolutely avoid the risk of becoming
infected herself.  And, quite apart from whether she breastfeeds, the baby
needs a mother.
