I appreciate the responses to my question, but I should have clarified myself better.  I apologize for that.  I work as an IBCLC in our NICU and have been running into this roadblock when trying to help our WIC/NICU moms get their electric pump while their infant is in the NICU.  This is what they (and myself) are being told by WIC.  I am frustrated. Our hospital provides 2 grant pumps/month and they are utilized 100% which makes it difficult for the remaining moms that are being denied due to the situations I have posted.  I am trying to find out the policies(if any) regarding this, as well as hear from all of you.  Thank you so much for helping out with this.
