I wonder if this baby is doing the non nutritive sucking with a pacifier.
I've also had a decrease in milk supply associated with menses while
nursing all three of my children, but only enough of a decrease to cause a
problem with my second. I felt, with my second, that the supply didn't get
back to "normal" for almost two weeks post period, like your mom.
I think a main contributor to the loss of milk was the difference in my
second's nursing style including how she used a pacifier. She would put it
in her mouth mid nursing session as the milk slowed, and then take it out
to nurse more. She used it a lot! She didn't comfort nurse almost at all.
She was a very efficient nurser and finished very quickly. The other two
children nursed more leisurely and for comfort as well as food. And they
didn't use a pacifier. I also went back to work when my second was 5 months
old, from 9-4 and she nursed at noon each day.
I think all these factors also led to her weaning much sooner  (before 2
years), than the other two. She weaned herself while I was pregnant (which
didn't bother either of the other two).

This mom sounds very determined, I wish her luck
