Dear Monique,

Not common but also not uncommon. So long as she has a unilateral breast bud which is not changing or growing and she also doesn't have any pubic or underarm hair or other signs of puberty, it's probably a normal variant. Any changes, bilateral enlargement, pubic hair, vaginal bleeding, acne, or other signs of puberty need to be evaluated.
