 Great letter. You make your points clearly, succinctly
and in a very professional and businesslike manner.
One suggestion. In the future, when you conclude, I have
found it helpful to say something like, "I will call you next
week to discuss your plans to rectify this situation. I will be
happy to offer an inservice training for lifeguards and
administrators."

If you leave it in their hands to contact you, they will never
do so without some other pressure, like a letter from a lawyer.
But if they know that you will be contacting them, they will
think about the issue more seriously and, hopefully, start
thinking about the issue and their reaction before you
call them. Of course, you must follow up with the phone call.
