If the palate is very high and there truly is no tongue tie, the next 
step (besides referral to speech and/or occupational therapy) is a 
geneticist. Many genetic disorders cause the palate to be very high and 
abnormal. Some are secondary to poor neurological development, that 
affects the tongue's ability to spread the palate, some are secondary to 
incorrect development of the shelves of the palate due to the mutated, 
deleted, or duplicated gene. This is the "zebra" cause of high palate. 
(With apologies to those in places where zebras *are* the more common 
cause of audible hoofbeats).
