While I agree that Medicaid reimbursment levels are not enough to make a living or plan a retirement, many other insurance companies DO use Medicaid and Medicare as a basis for what they will cover.  I have often heard from various insurance companies that "even Medicaid won't pay for that!"  It would certainly be a big help if we could point to Medicaid's reimbursement as validation of the cost effectiveness of an LC's services.
